Frenklin Delano Ruzvelt (tačnije Rozevelt, engl. Franklin Delano Roosevelt; Njujork, 30. januar 1882 — Vorm Springs, 12. april 1945), je bio američki političar i trideset drugi predsednik SAD (1933—1945).[1][2] U politiku je ušao sledeći primer svog rođaka Teodora Ruzvelta, i postao aktivan član Demokratske stranke. Godine 1905. oženio se Eleonor Ruzvelt, koja će u narednim godinama postati njegov savetnik.
Služio je u njujorškom senatu (1910—1913) i kao pomoćnik sekretara za mornaricu (1913—1920). Demokratska stranka kandidovala ga je za potpredsednika na izborima 1920. godine. Naredne godine oboleo je od paralize: iako nije mogao da hoda, ostao je aktivan u politici. Kao 44. guverner države Njujork (1929—1933), osnovao je državnu agenciju za socijalnu pomoć u SAD. Godine 1932. osvojio je predsedničku nominaciju demokrata uz pomoć Džejmsa Farlija i s lakoćom pobedio predsednika Herberta Huvera. U svom inauguralnom obraćanju zemlji sa više od 13 miliona nezaposlenih, rekao je da je „jedina stvar koje treba da se plašimo sam strah“. Kongres je odobrio većinu promena kojim je on težio u svom programu Novi dogovor u prvih sto mandata. Velikom većinom ponovo je izabran 1936, a protivkandidat mu je bio Alf Landon.
Da bi razrešio pravne izazove postavljene pred Novi dogovor, predložio je proširenje Vrhovnog suda, ali je njegov plan za uređenje („Pakovanje“) suda pobudilo veliko protivljenje i odbačen je. Do kraja 30-ih godina XX veka ekonomski oporavak se usporio, ali je Ruzvelt bio sve više zabrinut zbog ratne pretnje. Po treći put, što je tada bilo bez presedana, izabran je 1940. pobedivši na izborima Vendela Vilkija. Razvio je program zajma i najma za pomoć američkim saveznicima, naročito Ujedinjenom Kraljevstvu, u prvim godinama Drugog svetskog rata.
Godine 1941. sastao se sa Vinstonom Čerčilom da bi izradili Atlantsku povelju. Ulaskom SAD u rat, Ruzvelt je mobilisao industriju za proizvodnju vojne opreme i formirao alijansu sa Britanijom i Sovjetskim Savezom; sastao sa Čerčilom i Josifom Staljinom na konferenciji o ratnoj politici u Teheranu (1943) i na Jalti (1945). Uprkos sve slabijem zdravlju, osvojio je četvrti mandat protiv Tomasa Djuija (1944), ali je ubrzo posle toga umro.
Život i delo
[uredi | uredi izvor]Franklin Delano Ruzvelt rođen je 30. januara 1882. godine.[3][4] Politkom je počeo da se bavi 1907. godine, a već 1910. izabran je za senatora savezne države Njujork na listi Demokratske stranke.[5][6] Predsednik Vilson imenovao ga je 1913. podsekretarom mornarice.[7] Na toj dužnosti je ostao do 1920. godine kada je Demokratska stranka izgubila izbore.[8][9] Iako oboleo od paralize 1921. nastavio je političku delatnost[10][11]:236, te je 1928. godine izabran za guvernera savezne države Njujork. Na konvenciji Demokratske stranke 1931. izabran je za predsedničkog kandidata. Na izborima 1932. godine Franklin Delano Ruzvelt odnosi nadmoćnu pobedu - samo šest država nije glasalo za njega. Na predsedničkoj inauguraciji 1933. u martu obećao je Nju dil (socijalne mere u vreme duboke ekonomske krize koje su mu donele veliku popularnost)[12] i izrekao, kasnije čuvenu, rečenicu:
- Dopustite da iznesem svoje čvrsto verovanje kako se treba bojati jedino straha samoga.
Sa Nju dilom Ruzvelt je pokrenuo kampanju radikalnih mera za ozdravljenje nacionalne privrede. Kampanja je uključivala masovni program javnih radova (brane, šume, autoceste) koji su finansirani iz saveznog budžeta. Ovi radovi omogućili su zapošljavanje nekoliko miliona ljudi. Uz to reorganiziran je bankovni sistem, uvedeno je osiguranje za nezaposlene i starosna penzija. Takođe je izmenio politiku Sjedinjenih Država prema državama Srednje i Južne Amerike u politiku dobrog susedstva. Tri godine pre ponovnog izbora za predsjednika Sjedinjenih Država, tačnije 1933. godine, sa Sovjetskim Savezom uspostavlja diplomatske odnose.
Godine 1940. treći se put kandidirao za predsednika Sjedinjenih Država, što je to dotada bilo nezabeleženo u američkoj istoriji. U avgustu 1941. Ruzvelt i Čerčil sastali su se u Placentija Baju u Njufaundlendu (Kanada) i sastavili Atlantsku povelju koja je sadržavala četiri tzv. Ruzveltova pravila koja je iste godine objavio u Povelji o četiri slobode: misli, vere, od bede i od straha. Atlantska povelja značila je začetak Ujedinjenih naroda. S Čerčilom je potpisao i Zakon o zajmu i najmu kojim je omogućio američku pomoć u borbi protiv Sila Osovine.
U novembru 1944. godine po četvrti put pobeđuje na predsedničkim izborima. Već prilikom susreta na Jalti (u februaru 1945. godine) s Čerčilom i Staljinom vidno je bio bolestan. Tada ga je pregledao Čerčilov lekar i dao mu manje od šest meseci života. Preminuo je 17. aprila 1945. od izliva krvi u mozak u Vorm Springsu u saveznoj državi Džordžiji. Pokopan je u Vašingtonu. Posthumno po njemu je nazvan jedan nosač aviona američke mornarice. Takođe posthumno 1948. godine u Londonu mu je otkriven spomenik na jednom od londonskih trgova. Spomenik je na svečanom otvaranju otkrila Ruzveltova supruga Ana Elenora Ruzvelt.
