Jozef Šumpeter (nem. Joseph Alois Schumpeter), 8. februar 1883 — 8. januar 1950, austrijski ekonomista.

Rođen je u Treštu u Moravskoj. Studirao je ekonomiju u Beču kod poznatog teoretičara Eugena Bem-Baverka. Predavao je na univerzitetima u Černovcu (danas Ukrajina) i Gracu (1911–1919). Bio je austrijski ministar finansija posle poraza u Prvom svetskom ratu (1919–1920), kada je inflacija bila gotovo neizbežna. Potom je bio direktor male austrijske banke, koja je propala 1924. Od 1925. do 1932. predaje u Bonu, Nemačka, kada, zbog rasta nacizma, prelazi na Harvard, SAD, gde predaje do smrti.

Šumpeter je dao suštinske doprinose teoriji privrednih ciklusa i ekonomskog razvoja. Ostao je poznat po pridavanju velike uloge preduzetnicima, odnosno prvi je precizno opisao ulogu preduzetnika u ekonomiji. Razlikovao je inovaciju u opštem smislu od preduzetničke inovacije. Podvlačio je da preduzetnik vrši inovacije ne samo tako što koristi inovacije drugih, već i uvođenjem novih načina proizvodnje, novih proizvoda i novih oblika organizacije. Ove inovacije, tvrdio je, zahtevaju jednako znanja i hrabrosti kao sam proces inovacije uopšte.

Preduzetničke inovacije, tvrdio je izazivaju talase „kreativne destrukcije“, pošto one čine zastarelima stare inovacije, ideje, tehnologije, kvalifikacije, opremu, organizaciju. Ova kreativna destrukcija, uključujući i nestanak postojećih firmi i stvaranje novih, uzrokuje progres i uvećanje životnog standarda svih. Borbu za postizanje monopola od strane preduzetnika smatrao je pozitivnom, jer oni tada rade najbolje.

Smatrao je centralni metodološki koncept ekonomske nauke – komparativnu statistiku – nezadovoljavajućim, pošto predstalja vrlo pojednostavnjen izraz složene stvarnosti, u kojoj dinamički elementi igraju presudnu ulogu.

Šumpeterova kljiga „Istorija ekonomske analize“ i danas je najvažnije delo iz oblasti istorije ekonomske misli. Šumpeter tu baca širok i pouzdan pogled na ideje i rad pojedinaca i škola tokom više od dva veka. Ipak, neki od njegovih stavova su sporni: danas predovlađuje mišljenje da je Adam Smit važniji nego što je Šumpeter verovao, a Leon Valras nešto manje važan (Šumpeter mu je davao prvo mesto).

Iako spada među velike ekonomiste, jednom je napravio veliku grešku. Upitao se 1942. godine: „Može li kapitalizam da preživi? Ne. Ne verujem da može”. Brinula ga je realna mogućnost da intelektualci odbace kapitalizam i samim tim ga dovedu u opasnost, kao i rizik da preširoka državna intervencija ugrozi fine mehanizme preduzetništva i inovacija. Nadu je polagao u ekonomski uspeh kapitalizma, koji bi potro ove pretnje.
